- Keolis North America landed the contract to operate Tri Delta Transit for the Eastern Contra Costa Transit Authority in California, the company announced this week. Keolis will take over operations on July 1.
- Keolis will provide fixed-route, paratransit, microtransit and non-emergency medical transportation for the agency.
- With this new contract, Keolis will manage transit operations for five California agencies, and 15 total in seven U.S. states.

The four-year contract includes three two-year options. “We are proud to partner with [the] Eastern Contra Costa Transit Authority,” Keolis U.S. Transit President and Chief Operating Officer Fadi Chakbazof said in a statement. “This award reflects the strength of our U.S. transit team and our shared focus on performance, innovation, and customer service.”
Keolis said it is committed to a smooth transition for the agency’s workforce, with an emphasis on employee retention.
Some of Keolis’ other contract services include commuter rail for the Massachusetts Bay Transportation Authority and Virginia Railway Express and bus operations for CapMetro in Austin, Texas.
Private sector contractors accounted for 28% of public transit operations, as measured by revenue hours in 2024, according to the American Public Transportation Association. Other providers include Transdev North America and RATP Dev.
